城市公用事业具有各企业、事业单位和居民共享的基本特征的服务于城市生产、流通和居民生活的各项事业的总称。通称城市基础设施或市政服务事业。包括：①环境卫生、安全事业。如垃圾清除、污水处理、防洪、消防等。②交通运输事业。主要是公共旅客运输，如地下铁道、电车、公共汽车、出租汽车、停车场、索道、道路桥梁等。③自来水、电力、煤气、热力的生产、分配和供应。④其他公共日常服务。如文化体育场所、娱乐场所、公园、房屋修缮、邮政通讯、火葬场、墓地等。城市公用事业是城市生产经营、居民日常生活所不可缺少的事业，是城市生存与发展的基础和基本条件。这一事业的发达和完善，能提高整个城市的劳动生产效率、工作效率，节约社会劳动，为居民生活创造优美的环境和良好的条件。它反映城市面貌和文化水准。公用事业同一般生产企业有所不同，表现在：①以提供劳务为主，很少或几乎不生产有形产品；②服务面广，几乎对全市所有团体、组织和居民提供服务；③投资大、回收期长，有的还向用户（或居民）提供无偿服务；④能给整个城市及用户带来经济效益、社会效益和环境效益。在资本主义国家，一部分公用事业由私人资本兴办，并以盈利为目的，直接向用户和受益者收取费用。收费标准一般是在价值规律、供求关系的支配和作用下形成的，但市政当局也采取一定措施进行必要的干预。当营业收入不足以补偿成本，得不到应得利润时，一般由政府进行适当的补贴，以维持其正常经营。一部分公用事业，特别是收费较低或提供无偿服务的，由政府或政府委托有关部门和公司兴办，列入城市财政预算。在中国，大部分城市公用事业由国家或城市财政投资兴办。经营管理方式则根据公用事业的性质和城市的具体情况而不同。城市自来水、电力、煤气、供热和公共交通事业，归市政府所属的公用事业部门领导，由独立的专业公司经营，实行经济核算制；邮政通讯等采取营业性的经营方式，由独立核算企业负责经营；城市环境卫生则由城市维护费开支。
