F·鲁兹C·沃克制度因素利率结构理论F·鲁兹C·沃克制度因素利率结构理论【F.鲁兹C.沃克制度因素利率结构理论]关于制度因素对利率结构作用的一种理论。美国的鲁兹和沃克认为，虽然制度因素并不是利率结构理论的内在因素，但制度因素对利率结构有较大影响。通常影响利率结构的制度因素有:①银行准备金。在鲁兹和沃克看来，在一些情况下，投资者对将来利率的预期并不能决定其持有证券的期限，即预期不是决定利率结构的唯一因素。这是因为某些制度上的因素影响着利率结构。在美国银行规定五年期以下的政府债券和本息可作为其“次要准备金”。这造成对此种债券的强烈需求，此因素使借期高于五年的投资借款的利率比那些较长者为低……英国银行则规定必须维持其准备金的so%固定于现金和短期证券。在此情况下，即使在较高利率时，银行为保持so%的准备也不愿转人长期资金市场。这使得财政部只要减少国库券的发行，即可促使短期利率低于长期利率。这种现象是不能以预期因素来解释的(沃克《联邦准备金政策和政府证券的利率结构》)。②税收。鲁兹等人认为，课税对利率结构有较大影响，这些影响通常表现为两个方面。一是税率的高低。政府对不同的债券征收不同水平的税率，将构成利率的课税结构。一般而论，高利息债券较低利息债券有较高税前收益，但其税后收益低于低利息债券。这样，人们为了获得高利宁愿出高价购买低利息债券，结果使高利息债券的利率上升，低利息债券的利率下跌;二是减免税收的对象。由于减免债券的利息收人不需课税，使国家得不到应有的财政税收收人。所以，政府总是规定免税证券的收人要较不免税证券的收人低，进而使债券间的长、短期利率出现不相关的现象。根据这些分析，鲁兹将制度和预期给予综合，提出一个修正了的预期利率长短期结构关系公式为:(l+rl)(l+几)(l+几)…l+几)(l+乃)…(l+‘)+(l+巧)(l+肠(l+rn)一l…(z+几)+…+(l+几)+l这里，rn代表各个时期的短期利率，民代表期限为n年的长期利率。这个公式表示长期利率的现在价值等于各种投资机会的短期证券利率rl、几、ra’..rn的贴现价值，而且此公式是以下列假设为条件的:①除了存在债券的期限和风险外，还存在制度因素对利率结构的作用。②人们对所有短期利率的预期均是完全正确的。③人们出于利润最大化的动机充分地在不同利率债券之间进行套利活动。④所有的债券都没有风险。在鲁兹看来，制度因素的存在仅能改变长、短期利率的贴现值，并不能改变预期对利率结构的作用，因此，他断言说:“不同借款期限的利率间互相关系式乃由对将来的利率变化趋势的预期所决定。”(鲁兹《利率结构》，载《收人分配理论阅读材料》)。
