储蓄概念的扩展与观念的转变储蓄概念的扩展与观念的转变【储蓄概念的扩展与观念的转变】在我国，传统的储蓄概念其内涵是相对狭窄的。按照一般的定义，我国的储蓄是指城乡居民将其用于生活消费的一部分暂时闲置的货币收人存人银行、信用社的经济活动。这样一种概念实际上对城乡居民储蓄存款活动这种宏观事物的性质在如下两方面进行了规定:第一，储蓄存款是生活消费性质的货币;第二，储蓄存款在时间上具有短暂性，即储蓄存款绝大比重是短期性的活期存款，定期储蓄比例很小。从传统的概念出发，长期以来，无论是金融理论工作者还是银行实务工作者，对储蓄存款在经济生活中的作用，差不多形成了十分固定的看法:(l)储蓄存款具有调节人民生活的作用。(2)通过推迟货币购买力缓解消费品市场供求矛盾(主要指供小于求的矛盾)。(3)因最终要用来购买生活消费品，如果储蓄存款过多，一旦经济生活出现波折会出现挤提存款冲击市场的严重局面，因而视储蓄存款为笼中猛虎。(4)银行只能将储蓄存款用于对短期的、特别是与人民生活有关的消费品生产企业发放贷款，而不能用于长期的与消费生活无关的投资性贷款。可以看出，上述对储蓄存款的种种观念本质上均来自于传统的储蓄存款的概念，而这又与我国传统的计划经济体制下的经济特征有关。随着传统的计划经济体制逐渐让位于市场经济体制，我国银行储蓄存款的实践活动比之过去发生了根本性的变化，主要表现在(l)从储蓄存款的内容看已非传统的储蓄概念所能包容，而是早已突破了单纯生活消费性质的束缚。其中，既包括有生活消费性质的货币，也有生产经营性质的货币资金，还有为扩大生产经营性质的积累资金。特别是在农村储蓄存款中，集上述三种性质于一身的特点更为突出。即使是在城镇居民储蓄存款中，除了职工工资性货币储蓄之外，近年来个体生产经营性质的货币资金储蓄亦有了飞速的增长。此外，从储蓄存款的期限看占绝大比重的是定期存款，从而与传统体制下绝大部分储蓄存款为活期存款的状况发生了根本性的改变。总之，上述变化使得那种认为储蓄存款是消费者闲置待用的生活节余货币及由此产生的一系列传统观念遭到了动摇。(2)从专业银行对储蓄存款的运用看，也早已突破了传统的限制。储蓄存款既可用于短期流动资金贷款，以支持与人民生活有关的生活消费品的生产，也可作为中短期固定资金贷款，投资于企业用于设备更新、改造。
